Meta was born January 24, 1911 in Cisco, Texas to Otto and Annie 'Dube' Wende. She grew up in Cisco, attending Christ Lutheran School through the 8th grade. In 1941 she moved to Abilene, Texas. She met her husband to be in Abilene at the Zion Lutheran Church. He was serving in the United States Army and was stationed in Abilene.

Worth, Texas until the war ended, then moved to the Hooper, Nebraska area and lived briefly with Arthur's parents, until leasing a farm. Later they bought a farm in the area near Immanuel Lutheran Church and farmed there until retiring in 1978 and moving into Fremont.

Meta was a member of Immanuel Lutheran Church where she was active in the LWML, the Ladies Aid, Women's Bible Class, and was a quilter for many years. The Panning's enjoyed traveling, and had taken several trips, including trips to Germany and Alaska. They had enjoyed playing cards with a neighborhood club, and were active bowlers.
