Heine, he graduated from Fremont High School in 1958, earned his bachelor of arts degree in political science and English from Johns Hopkins University and his masters and doctorate in political science from the University of Nebraska. He served as Director of the California State International Programs for the Scandinavian countries in Uppsala, Sweden and was instrumental in establishing the London Semester program at CSUF, traveling with the students and helping them understand European politics and culture. He was respected and beloved by students and faculty alike.
